Investing in a Franklin Hills Condo
Rental rules checked building by building, and 1031 exchange timing mapped alongside your CPA.
What does condo investment in Franklin Hills involve?
Condo investment in Franklin Hills starts with a supply question. The hill has four condo buildings and 26 condo units in total, according to the county's parcel records. That means few chances to buy and a small pool of units to compare rents against. It also means each association is small, and small associations can change their rules with only a handful of votes.
Before any rent estimate, we read the rules. Each building's CC&Rs decide whether you can lease the unit, for how long and to how many tenants at once. California requires a seller to give a buyer a statement of any rental prohibitions in the governing documents. We read it, and the CC&Rs behind it, before you write an offer.
What does the building stock mean for a rental plan?
Every building was built as a condo. The four buildings date from 1990, 1991, 1992 and 2019, and none is recorded as an apartment conversion. The year each building went up, and its history, are facts to bring to the Los Angeles Housing Department when you ask which City rules apply to a specific unit.
Unit sizes differ widely. Lofts on Hyperion has units from 810 to 1,100 square feet. The Sunset Drive building runs from 1,397 to 1,567. The Franklin Avenue pair are 2,107 square feet each. A larger unit draws a different renter and a different rent, so we compare each unit with leases of similar size.
Tiny associations. Two of the four buildings have four units or fewer. In a building that small, one owner's decision to rent, sell or remodel matters to everyone. Read the board minutes for any talk of changing the leasing rules.
Small-lot homes are a separate question. The four homes on Bates Avenue sit on their own lots and are not condos. If you are weighing one, its recorded documents set the rules, and we read those instead.
How does Rooster Homes™ run the numbers?
Rooster Homes™ is a Los Feliz, Los Angeles real estate brokerage owned by Brandon and Sarah Arlington (DRE #02051216). We represent landlords and tenants on leases as well as buyers and sellers, so we read a building's rental rules from both sides.
For each unit we lay out the price, the HOA fee, any special assessment, insurance, property tax, a rent estimate from comparable leases and time between tenants. With so few units on this hill, we pull comparable leases from nearby Los Feliz buildings too, and we explain every adjustment. A unit either works on paper or it does not.
If you are completing a 1031 exchange, your deadlines come from your CPA and your qualified intermediary. With supply this thin, we also line up backup options elsewhere in Los Feliz so a deadline never forces a poor choice. Our Aligned pillar covers how we match units to a rental plan.
What should an investor confirm before closing?
- The leasing section of the CC&Rs, including any cap, waiting list or minimum lease term.
- Whether short-term rentals are allowed by the association. The City of Los Angeles has its own short-term rental rules on top.
- The reserve study and any approved special assessment. Under Civil Code section 5605, special assessments that together exceed 5 percent of the budgeted gross expenses for the year generally need member approval, with emergency exceptions in section 5610.
- Which City rent rules apply to the unit, confirmed with the Los Angeles Housing Department before you remove contingencies.
- A landlord's condo policy, reviewed by your insurance agent against the association's master policy.
This describes our general process. It is not legal or tax advice. For your situation, talk with your CPA and your attorney as well.

Frequently Asked Questions
Can I rent out a condo in Franklin Hills?
It depends on the building. Each of the four associations sets its own leasing rules in its CC&Rs. We read the seller's rental statement and the CC&Rs before you offer, and confirm with the association during escrow.
Are there enough Franklin Hills condos to compare rents?
Not many. The hill has 26 condo units in total, so we add comparable leases from nearby Los Feliz buildings of similar age and size. We show you each comparison and why we used it.
Is a Bates Avenue small-lot home the same as a condo for an investor?
No. The small-lot homes sit on their own lots, so the rules come from that tract's recorded documents rather than a condo association's CC&Rs. We read those documents with you before you compare the two.

- The homes
- 4 small condo buildings from 1990 to 2019, including Lofts on Hyperion (2019), plus a group of small-lot homes on Bates Avenue (2017). Most of the neighborhood is single-family (LA County Assessor parcel records, 2026-09-23).
- Nearby
- Speranza and Hyperion Public restaurants. Silver Lake begins across Hyperion Avenue, the eastern edge of the neighborhood.
- The trade-off
- The homes sit on a hill above a 35-foot ravine, so views come with slopes. No HPOZ or historic district covers the area, so landmark protection sits on individual monuments.
